2. TALENT SPEC
There are several talent specializations that vanilla enhancement shamans use. Below are the most common builds, but most are able to be tweaked to your liking and playstyle. I’ll explain the reasoning behind my chosen spec, but feel free to try any of the other styles and change as you see fit.
Enhance / Elemental 18/33/0
Enhancement tree: 33 Talent points.
Ancestral Knowledge - Useful. Shamans can struggle with mana, but if you feel that ranged classes are kiting you too easily pick up shield specialization instead.
Guardian Totems - Useful. Increases your survivability further. Very useful against any burst classes.
Thundering Strikes - Essential! Critical attacks are always welcome, if they proc at the same time as a windfury proc you can oneshot cloth users with some luck!
Improved Ghost Wolf - Useful. Shamans have no gap closer so having ghost wolf on a 1 second cooldown is almost essential
Improved Lightning Shield - Useful. Punish anyone attacking you with a nice boost to lightning shield damage.
Two Handed Axes and Maces - Essential! Enhancement relies on big, slow two-handers for their huge windfury damage.
Flurry - Essential! The problem with two handers is they are slow, and windfury only has a 20% chance to proc anyway. Synergises well with Thundering Strikes
Elemental Weapons - Essential! Raises the Windfury attack power bonus by a further 40%.
Parry - Essential! Your parry chance might not be astonishingly high, but a parry can easily be the difference between life and death.
Weapon Mastery - Essential! A solid 10% damage boost to your white hits, stacks wonderfully with crits and Windfury
Stormstrike - Essential! Gives you an extra white hit, which has the chance to crit as well as proc windfury. Boosts your next two damaging nature spells (shocks, lightning bolts) by 20%.
Elemental Tree: 18 Talent points
Concussion - Useful. Taken for the bonus damage to our shocks mostly, the lightning bolt damage helps if you catch a melee class at range however. Convection can be taken instead if you need the mana, but hopefully you chose Ancestral Knowledge in the enhancement tree to help with your mana issues.
Earth’s Grasp - Extremely useful. Stops people from simply killing your stoneclaw totem instead of letting you soak up their hits and increases the slowing range of your earthbind totem.
Elemental Warding - Extremely useful. Boosts your fire, frost and nature resists by 10%. Seriously helps against mages, druids as well as other shamans.
Reverberation - Essential! Reducing the cooldown of your shock spells means you have more interrupts to deal with those pesky kiters and a ton more burst potential.
Eye of the Storm - Extremely useful. Every time you suffer a critical hit you benefit from 6 seconds of focused casting which prevents your cast time from being slowed by hits. Makes it ridiculously easy to heal yourself after taking several nasty hits while making unprepared rogues trivial. Quick note, many people choose Elemental Devastation instead and while it is a valid choice you’ll find spell criticals either too rare to benefit from, or you’ll be throwing lightning bolts outside of melee range anyway.
Enhance / Restoration 0/33/18
Very similar to the 18/33/0 spec, however instead of moving down the elemental tree you instead focus on defensive talents such as Shield Specialization while aiming for Healing Focus in the restoration tree. It mainly boils down to whether you want a 100% reduction in spell pushback upon being crit for 6 seconds in the 18/33/0 tree, stronger offensive spells but weaker heals or a passive 70% chance to avoid spell pushback with stronger heals, higher hit rating but weaker spells.

3. TOTEMS & ROTATION
1st. Placing the totems is important ;P There´s Earth, Fire, Water & Air totems. The ones u will be using are;
Earth: Strength of Earth Totem (make a resto shaman do stoneskin instead)
Fire: Searing Totem (Not flametounge because it will not work with Windfury up also) don´t use searing so cc breaks.
Water: Mana Spring Totem/healing stream totem. Use poison cleansing totem at bosses like Hakkar if you want to. Not every tactic includes it.
Air: Windfury Totem to buff tanks & melees, Grace of Air to hunters. Depends on who is in your grp.
You can basically drag away every other totem not listed here, in case youré not doing pvp.
Of course we have the resistance totems: Fire res, frost & nature. They will come in handy for MC, bwl, AQ40 & Sapphiron in Naxxramas.
2nd. Now we come to the basic spell rotation. Its freaking easy imo:
Single target: Stormstrike (use everytime cd is down) > Flameshock (Keep up, will not work in mc & bwl due to mobs fire resist, will work in zg,aq & naxx) > Frostshock (Use when flameshock is up), remember to use Stormstrike 1000% prio over other spells. Cake. Be careful with earthshock, high threat. But if you know you can use it, do it. Awesome dmg if used with storsmstrike.
Aoe: Put down Fire Nova Totem for the instant fire dmg, and then a Magma Totem. Start spamming Chain Lightning at this point.

Greater intellect (25 intellect for 30min)
Juju Power (30 strength for 30min, q in everlook)
Smoked Desert Dumplings (20 strength for 15min)
Winterfall Firewater (35 AP for 20min)
Rumsey rum black label (15 stamina for 15min)
Darkmoon Faire buff (10% dmg increase)--Slay your friend-Execute ur friend painfully-
Major mana potion ~15/raid

Here, once again comes another bis pre-raid enhancement shaman gearing guide. For you who don´t know enh shammys are only good for some things in 40 man raids (1 enh / raidgrp). Nightfall. Very similar to the 18/33/0 spec, however instead of moving down the elemental tree you instead focus on defensive talents such as Shield Specialization while aiming for Healing Focus in the restoration tree. It mainly boils down to whether you want a 100% reduction in spell pushback upon being crit for 6 seconds in the 18/33/0 tree, stronger offensive spells but weaker heals or a passive 70% chance to avoid spell pushback with stronger heals, higher hit rating but weaker spells.

3. TOTEMS & ROTATION
1st. Placing the totems is important ;P There´s Earth, Fire, Water & Air totems. The ones u will be using are;
Earth: Strength of Earth Totem (make a resto shaman do stoneskin instead)
Fire: Searing Totem (Not flametounge because it will not work with Windfury up also) don´t use searing so cc breaks.
Water: Mana Spring Totem/healing stream totem. Use poison cleansing totem at bosses like Hakkar if you want to. Not every tactic includes it.
Air: Windfury Totem to buff tanks & melees, Grace of Air to hunters. Depends on who is in your grp.
You can basically drag away every other totem not listed here, in case youré not doing pvp.
Of course we have the resistance totems: Fire res, frost & nature. They will come in handy for MC, bwl, AQ40 & Sapphiron in Naxxramas.
2nd. Now we come to the basic spell rotation. Its freaking easy imo:
Single target: Stormstrike (use everytime cd is down) > Flameshock (Keep up, will not work in mc & bwl due to mobs fire resist, will work in zg,aq & naxx) > Frostshock (Use when flameshock is up), remember to use Stormstrike 1000% prio over other spells. Cake. Be careful with earthshock, high threat. But if you know you can use it, do it. Awesome dmg if used with storsmstrike.
Aoe: Put down Fire Nova Totem for the instant fire dmg, and then a Magma Totem. Start spamming Chain Lightning at this point.

Plaintiff City of Eugene (City) initiated this action for declaratory reliefconcerning the enforceability of its tax on earnings from video poker machines. In early1995, the City enacted an ordinance imposing a 10 percent tax on the earnings fromvideo poker machines within the city limits. That tax went into effect on April 4, 1995. Shortly thereafter, the legislature passed Senate Bill 328, codified in part at ORS461.560. That statute prohibits cities, counties and other political subdivisions of thestate from imposing or collecting taxes on the earnings of video poker machines. Thatstatute went into effect on September 8, 1995.
The present case arises from the City’s efforts to collect the tax imposedunder its ordinance between the effective date of the ordinance, April 4, 1995, and theeffective date of the law, September 8, 1995. The City argues that the legislature did notintend to retroactively preempt its ordinance, and alternatively argues that if thelegislature did intend to do so, retroactive preemption violates the home rule provisionsof the Oregon Constitution.(1) Or Const, Art IV, § 1(5) and Art XI, § 2. Defendants areowners of establishments that received bills for taxes accruing under the ordinancebetween April 4 and September 8, 1995, but did not pay those bills. Defendants havetaken the position that the tax may not be collected. On cross-motions for summaryjudgment, the trial court ruled that the legislature retroactively preempted the ordinance,and that such retroactive preemption did not violate the home rule provisions of theOregon Constitution. For the reasons that follow, we affirm.
Before addressing the merits of the parties’ arguments concerningretroactivity, we must first decide whether the City has presented us with ’an actualfactual setting that makes such a decision necessary.’ Stevens v. City of Cannon Beach,317 Or 131, 147, 854 P2d 449 (1993), cert den 510 US 1207, 114 S Ct 1332, 127 LEd2d 679 (1994) (citation and internal quotation marks omitted). For the followingreasons, we conclude that the factual setting of this case does not make it necessary for usto determine whether the legislature intended to retroactively preempt the City’simposition of the tax in question between April 4 and September 8, 1995.
Section 1 of Senate Bill 328 (1995) added the following provision to ORS461.560:
’A city, county or other political subdivision in this state may notimpose, by charter provision or ordinance, or collect a tax that is imposedon lottery game retailers only and that is measured by or based upon theamount of the commissions or other compensation received by lottery gameretailers for selling tickets or shares in lottery games. However, if a city,county or other political subdivision levies or imposes generally on anondiscriminatory basis throughout the jurisdiction of the taxing authorityan income, gross income or gross receipts tax, as otherwise provided bylaw, such tax may be levied or imposed upon lottery game retailers.’
Section 2 Senate Bill 328 (1995) further provided that the above-quoted statutoryamendment ’do[es] not apply to any tax if the charter provision or ordinance imposingthe tax is in effect and operative prior to February 28, 1995.’
The City argues that Senate Bill 328 (1995) was not intended to operateretroactively, and that the provision in Section 2 of the bill is a standard ’grandfather’clause rather than a retroactivity provision. The City argues that Section 2 cannot beconstrued as prohibiting a city from imposing a tax after February 28, 1995, but beforethe effective date of Senate Bill 328. Defendants respond that the trial court correctlyconcluded that Section 2 of the act applied retroactively to invalidate the City’s tax.
We need not reach those arguments concerning the meaning of Section 2and whether or not it prohibits imposition of a video poker tax between April 4 andSeptember 8, 1995, because we agree with defendants that Section 1 of the bill simplyprohibits the City from collecting such a tax after September 8, 1995, in any event.(2) Asnoted above, defendants in this case are retail establishments that were billed but did notpay the tax. As of September 8, 1995, Section 1 of Senate Bill 328 (1995) declares that’a city * * * may not impose, by charter provision or ordinance, or collect a tax that isimposed on lottery game retailers[.]’ The City did not, in fact, collect the tax imposedon defendant lottery game retailers before the effective date of the statute. We rejectwithout further discussion the City’s contention that it ’collected’ the taxes in question bybilling defendants for them; a tax that has not been paid has not been collected. Therefore, we need not address the question whether the legislature intended to preemptthe imposition of the City’s tax between April 4 and September 8, 1995. Regardless ofwhether the City could impose the tax between those dates, it could not collect the taxafter September 8, 1995. Because the City does not argue that the provision of Section 1barring the collection of taxes on video poker machines after September 8, 1995, violatesthe home rule provisions of the Oregon Constitution, we need not address the parties’constitutional arguments.
Affirmed.
1. The City does not challenge the authority of the legislature to enact the lawin question.
2. Although defendants made this argument in its cross-motion for summaryjudgment, the trial court did not base its decision on this ground. However, this courtmay affirm a trial court’s ruling if it is correct on any ground. See, e.g., Tarwater v.Cupp, 304 Or 639, 644 n 5, 748 P2d 125 (1988) (citing cases).

As of September 8, 1995, Section 1 of Senate Bill 328 (1995) declares that’a city * * * may not impose, by charter provision or ordinance, or collect a tax that isimposed on lottery game retailers[.]’ The City did not, in fact, collect the tax imposedon defendant lottery game retailers before the effective date of the statute. We rejectwithout further discussion the City’s contention that it ’collected’ the taxes in question bybilling defendants for them; a tax that has not been paid has not been collected. Therefore, we need not address the question whether the legislature intended to preemptthe imposition of the City’s tax between April 4 and September 8, 1995. Regardless ofwhether the City could impose the tax between those dates, it could not collect the taxafter September 8, 1995. Because the City does not argue that the provision of Section 1barring the collection of taxes on video poker machines after September 8, 1995, violatesthe home rule provisions of the Oregon Constitution, we need not address the parties’constitutional arguments.

The casino industry is in severe distress right now. The spreading coronavirus and resulting global recession have taken their toll on the casino stocks. The large U.S. casinos are heavily reliant on Macau, the largest gaming market in the world and the only market in China where casinos are legal. Due to the outbreak of coronavirus, Las Vegas Sands is facing strong headwinds in Macau and in the U.S. As mentioned above, gaming activity has collapsed in Macau. In addition, due to the propagation of the virus in the U.S., all the casinos in Las Vegas were closed for a considerable period in the second quarter. As a result, Las Vegas Sands is expected to lose approximately $2.00 per share this year.
On the other hand, beyond this year, Las Vegas Sands has promising growth prospects ahead. As Japan legalized casino gambling three years ago, Las Vegas Sands has announced that it intends to open integrated resorts in Tokyo and Yokohama. The company is the favorite bidder in this contest, which is expected to be a significant growth driver, though it will take a few years until the company earns a license and builds its new properties in Japan.
Due to the pandemic, Las Vegas Sands has suspended its dividend since early 2020. However, the company has promising growth potential and is likely to restore its typical high dividend yield as soon as the pandemic subsides, most likely at the second half of 2021. Las Vegas Sands earns the top ranking thanks to these features as well as its strong balance sheet and healthy liquidity.

Furthermore, Las Vegan Sands continues to pursue growth by expanding and upgrading its Macau properties. The company launched Four Seasons Tower Suites Macao last year while it also expects to launch the Londoner Macao in January-2021 and expand Marina Bay Sands in Singapore.
In addition, Las Vegas Sands will benefit from the debut of the light rail system connecting Macau to the entire China rail network. This project will significantly increase the traffic to the casinos in Macau when the pandemic subsides and the strict travel restrictions in Macau are lifted. Thanks to all these growth drivers, we expect the company to grow its earnings per share by about 4% per year over the next five years off their mid-cycle level of $3.20 per share.
Las Vegas Sands stock previously offered a hefty dividend of $3.08 per share annualized, but the company suspended its dividend in 2020 amid the coronavirus crisis. If the company were to reinstate its dividend at the same level, shares would yield 5.4% at the current stock price.
The company is expected to lose about $2.00 per share in 2020 due to the pandemic but our estimate of its full earnings power in a normal economy is annual earnings-per-share of $3.20. Based on this, the stock has a price-to-earnings ratio of 17.8, which is slightly higher than our fair value estimate of around 17.0. Given 4% earnings growth, a normal 5.6% dividend yield and a modest valuation headwind, we expect Las Vegas Sands to offer a 7.4% average annual return over the next five years.
